Subsequent to our client’s principal being terminated, Guardian Group, Inc.’s Surety Group was engaged to investigate, and complete a federally-administered project at the San Ysidro Land Port of Entry (SYLPOE) that involved the construction of a new 804-feet pedestrian bridge to span I-5 (30 lanes of traffic) and connect the Customs and Border Protection facilities at the US/Mexico border. The project included the new cast-in-place bridge, with architectural exposed concrete, 2,400 feet of stainless steel mesh panel handrails, two cast-in-place elevated approach ramps, two structural steel approach bridges, and an exposed soffit concrete stair.
Guardian worked with the general contractor both in the offsite factory to complete the stainless-steel mesh panel handrails, and onsite to assist with the installation. Our experts performed inspections to verify compliance to contract documents, and coordinated with public and private officials on project related issues.
Guardian ultimately ended up taking over the principal ‘s factory operations to expedite the fabrication of the materials needed to complete the work. This included: east wire fencing, east main-span low guardrails, main-span high guardrails and many other panel components that did not properly fit during the original installation.
The project had specialized requirements for the stainless-steel mesh panel handrails, including tight tolerances, painting and coating requirements. The project at take-over had an uncollected contract balance, project delays and outstanding submittals. Guardian worked with the owner to collect balances and resolve the other construction issues.
